Bowman County Commission

Bowman County Commissioners are elected at large on a non-partisan basis for staggered four-year terms. The County Commission is the governing body of the County responsible for overseeing County activities and working to ensure that citizen concerns are met, federal and state requirements are fulfilled, and County operations run smoothly.

The State constitution gives the Board of County Commissioners the power to adopt zoning ordinances (local laws), levy taxes, appropriations, authorize bonds, set salaries, approve bills, accept bids, approve the County budget and establish the requirements/policies for the Departments under its control.

The Board governs all unorganized townships of the County directly.

 


 

County Commission Minutes

June 18, 2019
9:00 AM

The Board of County Commissioners met in regular session on June 18, 2019, with the following present: Pine Abrahamson, Rick Braaten, Lynn Brackel, Josh Buchmann and Jerry Jeffers. Chairman Brackel called the meeting to order at 9:01 AM.  The Pledge of Allegiance was recited.

             Brackel asked for corrections or additions to the agenda.   Brackel will provide an update to the drought monitoring system and also will seek commission support for the BUILD Grant application from the North Dakota Department of Transportation for the Theodore Roosevelt Expressway Freight Expansion Project.  Braaten made a motion to approve the agenda, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

            The following vouchers were approved by a motion made by Buchmann, with Braaten seconding the motion, and upon a vote, the motion was carried unanimously.

            Braaten made a motion to approve the June 4, 2019 minutes, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

            Abrahamson made a motion to approve the 2017 Disabled Veteran’s Credit for $901.10 for a residence located on a 10-acre tract in SE1/4SW1/4 Sec 34 Township 132N Range 102W.  Buchmann seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

            City of Scranton Auditor Kari Ruggles met to discuss the Court Services Contract, which will assist with the implementation of their city ordinances.  The county is in full support of providing this service.  Ruggles will complete the required documentation and present for final approval.               

            Representatives from the Best Friend Mentoring program met to provide an update to their services.  Additional guests present:  Bowman Slope-Multi County Human Service Director Shonda Schwartz, and employees Leah Honeyman and Melissa Buchholz.  Also present, Stephanie Nohava, Benji Schaff, Marissa Humbracht and daughter.   Best Friends Mentoring Director Kris Fehr presented the 2017-2018 income/expense report, 2019 projected income and expense report and their 2020 budget request.

            Bowman County Highway Superintendent Shane Biggs, Gary Brennan and Lucas Doerr, from Brosz Engineering met to discuss road projects.   

            Abrahamson made a motion to approve the $10,055 payment request for Burke Trucking, invoice number 2579, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

                         Braaten made a motion to approve the request submitted by Luke Rodakowski for approximately 200 cubic yards of reject gravel or regular gravel from the Lutz Pit, for his personal use. Rodakowksi is responsible for one hundred percent of the total cost.  Abrahamson seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

            Abrahamson made a motion to approve the Grainbelt Township request for one

36-inch x 30-foot culvert, with the township responsible for fifty percent of the costs, with Buchmann seconding the motion. A roll call vote was taken with all members voting aye.  Motion carried.

            Abrahamson made a motion to approve the Utility Permit, submitted by Slope Electric, for boring between 152nd Ave SW and 86th Street SW, located in Township 131N Range 103W Section 10, SE1/4 and Section 11, SW1/4.  Jeffers seconded the motion.  A roll call vote was taken with all members voting aye. Motion carried.

            Biggs provided update on the Gascoyne Road.  Steve Beylund Construction, Inc. completed the project.  Biggs will watch for soft spots.  

Jeffers made a motion to submit a letter of support for the BUILD Grant application from the North Dakota Department of Transportation for the Theodore Roosevelt Expressway Freight Expansion Project.  Braaten seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried. 

Brackel stated that future state funding will be available for the Missouri Basin Water Shed and Senator Hoeven’s office is assisting with the drought monitoring process in Western North Dakota. 

                         Pam Hestekin, Chair of the Bowman County Rural Ambulance Board, and Jennifer Hestekin board member presented the 2020 Bowman County Rural Ambulance Service budget request.   

 Bowman-Slope Multi-County Human Service Director Shonda Schwartz met to provide an update to the social service redesign and outlined the recent meeting that was held in Bismarck on June 11, 2019. 

Vision West ND Administrator Deb Nelson met to provide information on Vision West, including the history of where they started and where the organization is today.  Nelson inquired if the county would reconsider becoming a member once again. 

            With no further business to discuss, Jeffers made a motion to adjourn the meeting at 3:45 PM, with Braaten seconding the motion, and upon a vote, the motion was carried unanimously.

The Bowman County Board of Commissioners generally holds its regular monthly meetings on the first and third Tuesday of each month beginning at 9:00 AM.  Meetings may be rescheduled from time to time if necessary; see the Meeting Calendar for upcoming meeting dates.

The public is welcome at every meeting.  Appointments are not required but members of the public wishing to address the board are encouraged to contact the County Auditor at (701) 523-3130 for further information.

Rick was first elected as a Bowman County Commissioner in November 2008.He is a 1975 graduate of Bowman High School and graduated from NDSU in 1979 with a BS degree in Agricultural Economics.Rick is married to Laurie Fish and they have four sons.Rick engages in farm and ranch work.

Jerry was elected to the Bowman County Commission in 2016 and is the third generation on the Jeffers farm in southwestern Bowman County; homesteaded in 1909.  Jerry also has operated a cabinet shop in the winter since 1976.  He has three sons and is married to Karen who has two sons and a daughter.  Between them they have 11 grandchildren.

Pine was first elected as a Bowman County Commissioner in 2004.Pine was born and raised in Bowman County.He has been engaged in agriculture his entire life; he is the third generation to be involved on the family farm and he spends many hours working with his youngest daughter and fiancé on the home place.Pine is married with 4 children and 3 grandchildren.

Lynn Brackel

Lynn was elected to the County Commission in 2008.He graduated from Dickinson State University in 1966 with a music degree and taught band and chorus for 12 years. Lynn owned a plumbing business and served the Southwest North Dakota, Montana, and South Dakota areas for over 30 years.Lynn still enjoys music and has directed the Church Choir for 30 years, Bowman County Community Band for 20 years, and Saxy Brass for 20 years.Lynn is married to Judy with 3 children and 5 grandchildren.
