Bowman County Commission

Bowman County Commissioners are elected at large on a non-partisan basis for staggered four-year terms. The County Commission is the governing body of the County responsible for overseeing County activities and working to ensure that citizen concerns are met, federal and state requirements are fulfilled, and County operations run smoothly.

The State constitution gives the Board of County Commissioners the power to adopt zoning ordinances (local laws), levy taxes, appropriations, authorize bonds, set salaries, approve bills, accept bids, approve the County budget and establish the requirements/policies for the Departments under its control.

The Board governs all unorganized townships of the County directly.

  THE BOARD OF COUNTY COMMISSIONERS

     BOWMAN COUNTY, BOWMAN, NORTH DAKOTA

The Board of County Commissioners met in regular session on October 16, 2018 with the following present: Pine Abrahamson, Rick Braaten, Lynn Brackel, Jerry Jeffers and Ken Steiner.  

Chairman Brackel called the meeting to order at 9:01 AM. The Pledge of Allegiance was recited.

Chairman Brackel asked for corrections or additions to the agenda. Updates will be provided from Brackel on the recent Council on Aging meeting.  Bowman/Slope County Multi-County Social Service Director, Shonda Schwartz will meet to provide an update.  Braaten made a motion to approve the agenda, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

The following vouchers were approved by a motion made by Jeffers, with Braaten seconding the motion, and upon a vote, the motion was carried unanimously.

Bowman County Treasurer, met to present the September 2018 Treasurer’s Report/Bank Reconciliation Report.  Abrahamson made a motion to approve the report, with Steiner seconding the motion, and upon a vote the motion was carried unanimously.

Jeffers made a motion to approve the minutes from October 2, 2018, with Abrahamson seconding the motion, and upon a vote, the motion was carried unanimously.

Representatives from the Bowman County Tax Director’s office, Dean Pearson and Jodi Freier and Bowman County Treasurer, Anita McLaughlin, met to outline the appraised value on delinquent tax property located in the City of Scranton, Original Townsite, Block 11: Lots1-4.  Steiner made a motion to establish a minimum sale price of $1,000 for the property, with Braaten seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried.  Jeffers made a motion to establish a minimum sale price of $2,500 for property located in the City of Bowman, Twin Buttes Addition, Block 57: Lot 11. Braaten seconded the motion.  A roll call vote was taken with all members voting aye.  Pearson provided an update on the delinquent taxes due on mobile homes.

Bowman County Emergency Manager Dean Pearson and Bowman County Emergency Assistant Manager Karla Germann met to discuss a potential business venture that Germann is interested in pursuing outside of her courthouse duties. 

Steiner made a motion to approve the final draft of the Multi-County Mitigation plan.  Abrahamson seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

            Braaten made a motion to appoint Cory Blazer as the 2018 Bowman County State Fair Representative for the annual State Fair meeting.  Steiner seconded the motion.  A roll call vote was taken with all members voting aye.

 Bowman County Highway Superintendent, Shane Biggs and Brosz Engineering representatives Gary Brennan and Lucas Doerr, met to provide road project updates. The Camp Crook road will not be paved this year.  Braaten made a motion to approve a $3,000 change order to Fisher Sand & Gravel for crushing.  Abrahamson seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

   Braaten made a motion to approve 2018 Maintenance on Federal Aid Roads, with Jeffers seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried.   

Randy Gaebe and Leah King met to inquire on the vacant county extension agent position. 

Bowman-Slope Mutli-County Social Service Director, Shonda Schwartz, met to outline the working draft scenarios from the North Dakota Department of Human Service future governance.  

Abrahamson made a motion to remove the current fire ban, effective immediately, with Braaten seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried. 

With no further business to discuss, Braaten made a motion at 4:10 PM to adjourn the meeting, with Jeffers seconding the motion, and upon a vote the motion was carried unanimously.

The Bowman County Board of Commissioners generally holds its regular monthly meetings on the first and third Tuesday of each month beginning at 9:00 AM.  Meetings may be rescheduled from time to time if necessary; see the Meeting Calendar for upcoming meeting dates.

The public is welcome at every meeting.  Appointments are not required but members of the public wishing to address the board are encouraged to contact the County Auditor at (701) 523-3130 for further information.

Rick was first elected as a Bowman County Commissioner in November 2008.  He is a 1975 graduate of Bowman High School and graduated from NDSU in 1979 with a BS degree in Agricultural Economics. Rick is married to Laurie Fish and has four sons.  Rick engages in farm and ranch work.

Ken was first elected in 2002 to the Bowman County Commission.   Ken is married and has four children.  He has lived in Bowman County his entire life.  Ken engages in farming and ranching. His hobbies include camping and golfing.

Jerry Jeffers

Jerry was elected to the Bowmn County Commission in 2016 and is the third generation on the Jeffers farm in southwestern Bowman County; homesteaded in 1909. Jerry also has operated a cabinet shop in the winter since 1976. He has three sons and is married to Karen who had two sons and a daughter. Between them they have 11 grandchildren.

Lynn Brackel

Lynn was elected to County Commission in 2008. He graduated from Dickinson State University in 1966 with a music degree and taught band and chorus for 12 years. Lynn owned a plumbing business and has served the Southwest North Dakota, Montana, and South Dakota area for over 30 years. Lynn still enjoys music and has been director of Church Choir for 30 years; Bowman County Community Band for 20 years; and Saxy Brass for 13 years.  Lynn is married with 3 children and 5 grandchildren.
