Bowman County Commission

Bowman County Commissioners are elected at large on a non-partisan basis for staggered four-year terms. The County Commission is the governing body of the County responsible for overseeing County activities and working to ensure that citizen concerns are met, federal and state requirements are fulfilled, and County operations run smoothly.

The State constitution gives the Board of County Commissioners the power to adopt zoning ordinances (local laws), levy taxes, appropriations, authorize bonds, set salaries, approve bills, accept bids, approve the County budget and establish the requirements/policies for the Departments under its control.

The Board governs all unorganized townships of the County directly.

THE BOARD OF COUNTY COMMISSIONERS

BOWMAN COUNTY, BOWMAN, NORTH DAKOTA

 

The Board of County Commissioners met in regular session on June 23, 2020, with the following present: Pine Abrahamson, Rick Braaten, Lynn Brackel, Josh Buchmann and Jerry Jeffers. Chairman Brackel called the meeting to order at 9:00 AM.  The Pledge of Allegiance was recited.  Pastor Ray Sherwood provided a prayer.

             Brackel asked for corrections or additions to the agenda. Braaten requested time to discuss recent correspondence received from the Bureau of Land Management office in consideration to partner in a land management policy. Brackel will provide an update to the recent Southwest Multi-County Correctional Center meeting.  Abrahamson made a motion to approve the agenda, with Buchman seconding the motion, and upon a vote, the motion was carried unanimously.

                        Bowman County Sheriff Frank Eberle met to provide information on a recent expenditure of $5,000 for the purchase of three body cameras.  Funds were available in his budget.

                        The following vouchers were approved by a motion made by Braaten, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

                        Braaten made a motion to approve the June 2, 2020 minutes, with Buchmann seconding the motion, and upon a vote, the motion was carried unanimously.

                        Jeffers made a motion to approve the revisions to the Bowman County Employee Policy Manual, with Abrahamson seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried. 

                        Bowman County Treasurer Anita McLaughlin presented the North Dakota Department of Transportation Motor Vehicle Branch Office contract.  Jeffers made a motion to approve, with Abrahamson seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried.  

                        Bowman County Economic Development Executive Director Teran Doerr and board members Duane Bowman and Kevin Buchholz met to provide an update.

                        Braaten made a motion to approve the May 2020 Bureau of Land Management report with Buchmann seconding the motion, and upon a vote, the motion was carried unanimously.  

                        Bowman County Highway Superintendent Shane Biggs and Brosz Engineering representatives Gary Brennan and Lucas Doerr met to discuss the Griffin Road project.  Ryan and Allan Minnerath from Central Specialty Inc. joined the meeting, via telephone conference, to discuss the proposed assessed penalty phase of the Griffin Road project. A future meeting will be held at Brosz Engineering with further discussion with Ryan and Allan Minnerath.  Bowman County Highway Superintendent Shane Biggs and a representative from the commission board will also be present.  

                          Braaten made a motion to approve the gravel request from the Bowman County Water Board to purchase 400 cubic yards of gravel, with Abrahamson seconding the motion.  The water board will be responsible for one hundred (100) percent of the cost.  A roll call vote was taken with all members voting aye.  Motion carried.

                         Abrahamson made a motion to approve the Star Township request for a 1-30-foot x 18-inch culvert, 1-120-foot x 24-inch culvert and 2 – 24-inch bands.  The township will be responsible for fifty (50) percent of the cost.  Jeffers seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

                        Braaten made a motion to approve the revised Resolution for the Adoption of Fees for the Purchase of Gravel, Culverts and Bands, dated June 23, 2020, with Abrahamson seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried. The revision was simply to amend the format of the resolution and will be effective immediately.  All the townships will be mailed a copy of the revised resolution.

                        Buchmann made the motion to accept the opinion offered from Robert Lehn, representing T.Y. Pickett & Co, Inc., to lower the value of the Kinder Morgan Gas Plant by fifty (50) percent.  Mr. Lehn contacted the company and they agreed that the plant was shut down, with little or nothing removed or remediated at this time.  Abrahamson seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

                        Jeffers made a motion to remove the Wind Energy Moratorium that was approved by the county commission board in September 2019.  Abrahamson seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried. 

                        Bowman County Rural Ambulance Service President Pam Hestekin presented the Bowman Ambulance District 2021 budget.  The commissioners will consider their request when approving the 2021 proposed budget. 

                        Theodore Roosevelt Expressway Association Executive Director Cal Klewin met to provide an update on the progress of the Long X Bridge and Highway 85.  Klewin asked the commissioners to consider approving the membership dues in the 2021 Budget.  

                         Bowman County Emergency Manager Dean Pearson, assistant emergency manager Karla Germann, and staff members met to discuss reopening the courthouse, as it has been closed due to COVID-19. Buchmann made a motion to reopen the courthouse, effective immediately, and instruct staff to continue social distance measures.  Abrahamson seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.  Staff members may contact Maintenance Director David Horn if they are interested in securing protective screens.  Zoom telephone conference procedures will also be discontinued.

                          Abrahamson, made a motion to approve the Gaming Site Authorization received from the Bowman County Development Corporation for the dates of July 11, July 18th and 19th, August 1st and 2nd, August 8th and 9th and August 22, 2020, if the North Dakota Attorney General’s office does not have restrictions on the number of Calcutta’s that can be held in the year.  Braaten seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried. 

             Buchmann made a motion to approve the raffle permit application submitted by the Sweetwater Golf Course for a raffle to be held July 18 through July 19, 2020.  Jeffers seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried. 

                        With no further business to discuss, Jeffers made motion at 4:40 PM to adjourn the meeting, with Braaten seconding the motion, and upon a vote, the motion was carried unanimously.

Rick was first elected as a Bowman County Commissioner in November 2008.He is a 1975 graduate of Bowman High School and graduated from NDSU in 1979 with a BS degree in Agricultural Economics.Rick is married to Laurie Fish and they have four sons.Rick engages in farm and ranch work.

Josh graduated in 1996 from Bowman High School and attended NDSCS, graduating in 1999.  He moved back to Bowman in 2006.  He has two children; his daughter lives in Wahpeton and works for NDSCS and his son attends Bowman High School.

Jerry was elected to the Bowman County Commission in 2016 and is the third generation on the Jeffers farm in southwestern Bowman County; homesteaded in 1909.  Jerry also has operated a cabinet shop in the winter since 1976.  He has three sons and is married to Karen who has two sons and a daughter.  Between them they have 11 grandchildren.

Pine was first elected as a Bowman County Commissioner in 2004.Pine was born and raised in Bowman County.He has been engaged in agriculture his entire life; he is the third generation to be involved on the family farm and he spends many hours working with his youngest daughter and fiancé on the home place.Pine is married with 4 children and 3 grandchildren.

Lynn Brackel

Lynn was elected to the County Commission in 2008.He graduated from Dickinson State University in 1966 with a music degree and taught band and chorus for 12 years. Lynn owned a plumbing business and served the Southwest North Dakota, Montana, and South Dakota areas for over 30 years.Lynn still enjoys music and has directed the Church Choir for 30 years, Bowman County Community Band for 20 years, and Saxy Brass for 20 years.Lynn is married to Judy with 3 children and 5 grandchildren.
