Bowman County Commission

Bowman County Commissioners are elected at large on a non-partisan basis for staggered four-year terms. The County Commission is the governing body of the County responsible for overseeing County activities and working to ensure that citizen concerns are met, federal and state requirements are fulfilled, and County operations run smoothly.

The State constitution gives the Board of County Commissioners the power to adopt zoning ordinances (local laws), levy taxes, appropriations, authorize bonds, set salaries, approve bills, accept bids, approve the County budget and establish the requirements/policies for the Departments under its control.

The Board governs all unorganized townships of the County directly.

     BOWMAN COUNTY, BOWMAN, NORTH DAKOTA

 

The Board of County Commissioners met in regular session on March 5, 2019, with the following present: Pine Abrahamson, Rick Braaten, Lynn Brackel, Josh Buchmann and Jerry Jeffers. Chairman Brackel called the meeting to order at 9:01 AM.  The Pledge of Allegiance was recited.

             Brackel asked for corrections or additions to the agenda.    Abrahamson will provide an update on his recent discussion with an Adams County Commissioner in reference to the proposed social service zones.  Brackel will discuss Senate Bill 2020, which is a bill to provide an appropriation for defraying the expenses of the state water commission, which assists with the funding the North Dakota Atmospheric Resources.  Braaten made a motion to approve the agenda, with Abrahamson seconding the motion, and upon a vote, the motion was carried unanimously.

            The following vouchers were approved by a motion made by Jeffers, with Buchmann seconding the motion, and upon a vote, the motion was carried unanimously.

                        Abrahamson made a motion to approve the February 15, 2019 minutes, with Jeffers seconding the motion, and upon a vote, the motion was carried unanimously.

Bowman County Treasurer Anita McLaughlin met to present the February Treasurer’s Report Daily Cash Settlement/Bank Reconciliation report.  Abrahamson made a motion to approve with Braaten seconding the motion, and upon a vote, the motion was carried unanimously.

Bowman Slope County Soil Conservation District representatives, Cami Janikowski and Cassidy Fairbanks, met to present the Natural Resource Policy plan for commission approval. The commissioners will review and discuss approval at the March 19, 2019 meeting.  Once approved, the commissioners must review on an annual basis.

Bowman County Highway Superintendent Shane Biggs, Gary Brennan and Lucas Doerr, from Brosz Engineering met to discuss road projects. The following guests were also present: Bowman Township Supervisor Randy Gaebe, Bowman County State’s Attorney Andrew Weiss, North Dakota Department of Transportation representatives, Craig Faul and Dennis Oyugi, for discussion on the State of North Dakota limits of 129,000-pound large truck network of roadways and the permit process to add segments to their system. Gaebe will bring this information forth to the Bowman Township supervisors for their consideration.

Abrahamson made a motion to approve the Cerberus estimate for additional security installations at a cost of $7,112.55 from BLM funds.  Braaten seconded the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

                        Jeffers made a motion to approve the Veteran Service Credit for a veteran property owner’s residence located on Lot 9, Block 46, Milwaukee 2nd Addition, City of Bowman, with Buchmann seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

                        Abrahamson made a motion to approve the Veteran Service Credit for a veteran property owner’s residence located on a 3.28-acre tract N1/2N1/2NW1/4 Section 2 Township 131 Range 103, with Braaten seconding the motion.  A roll call vote was taken with all members voting aye.  Motion carried.

                        Abrahamson made a motion to approve the Radar Service Contract, with Buchmann seconding the motion, and upon a vote, the motion was carried unanimously.

Bowman County Tax Director, Dean Pearson and assistant, Jodi Freier, met to discuss 2019 Assessment Reports.  They are not recommending increases in Agricultural or Commercial values. They are recommending a 3% increase in residential values to meet the state requirement.  The 2019 Equalization meetings have been scheduled for the townships in the month of April, and the Unorganized Townships and Bowman County on June 4, 2019.

Bowman County Emergency Manager Dean Pearson, Bowman County Assistant Emergency Manager, Bowman Slope 911 Coordinator Karla Germann and Bowman County Sheriff Frank Eberle met to review the proposed courthouse security policy.  Braaten made a motion to approve as presented, with Buchmann seconding the motion.  A roll call vote was taken with all members voting aye.  Motion Carried.

 

 

 

Bowman County Emergency Manager Dean Pearson and Bowman County Assistant Emergency Manager, Bowman Slope 911 Coordinator Karla Germann, Bowman County Sheriff Frank Eberle and Bowman County Deputy Sheriff’s Jason Bullis, Doug Langhoff, Bowman County Emergency Operations Center Volunteers Sue Brinkmeyer, Bruce Halleen, and Brian Moench, Bowman County Maintenance Director David Horn and North Dakota Disaster Emergency Service Southwest Regional Emergency Response Coordinator Neil Johnson were present for a Civil Unrest training exercise.

                        With no further business to discuss, Jeffers made a motion to adjourn the meeting at 4:50 PM, with Buchmann seconding the motion, and upon a vote, the motion was carried unanimously.

Rick was first elected as a Bowman County Commissioner in November 2008.He is a 1975 graduate of Bowman High School and graduated from NDSU in 1979 with a BS degree in Agricultural Economics.Rick is married to Laurie Fish and they have four sons.Rick engages in farm and ranch work.

Jerry was elected to the Bowman County Commission in 2016 and is the third generation on the Jeffers farm in southwestern Bowman County; homesteaded in 1909.  Jerry also has operated a cabinet shop in the winter since 1976.  He has three sons and is married to Karen who has two sons and a daughter.  Between them they have 11 grandchildren.

Pine was first elected as a Bowman County Commissioner in 2004.Pine was born and raised in Bowman County.He has been engaged in agriculture his entire life; he is the third generation to be involved on the family farm and he spends many hours working with his youngest daughter and fiancé on the home place.Pine is married with 4 children and 3 grandchildren.

Lynn was elected to the County Commission in 2008.He graduated from Dickinson State University in 1966 with a music degree and taught band and chorus for 12 years. Lynn owned a plumbing business and served the Southwest North Dakota, Montana, and South Dakota areas for over 30 years.Lynn still enjoys music and has directed the Church Choir for 30 years, Bowman County Community Band for 20 years, and Saxy Brass for 20 years.Lynn is married to Judy with 3 children and 5 grandchildren.
